Legend holds that Kukai founded the temple during the Kounin era. According to the story, Kukai was deeply moved when a weaver's daughter cut a piece of cloth and offered it to him. Heeding her wish, he carved a statue of Senju Kannon (Thousand-Armed Kannon) on the spot to guide her. Kukai reported this incident to Emperor Saga, leading to the construction of the hall by imperial decree. The mountain name and temple name are derived from this legend. In the past, the temple complex comprised 24 sub-temples, but these were destroyed by fires during the military campaigns of Chosokabe Motochika and a fire in the Meiji era. The current complex is a reconstruction.
