The shrine's founding is attributed to 769 CE (Shinju-Kiun 3), when Takebe Tsugitaru, the provincial governor of Ashikaga Province, appointed his son as the shrine priest and enshrined the kami. It is said that during the Daido era, based on an imperial prayer from Emperor Heizei and following the principles of Ryobu Shinto (Esoteric Buddhism-Shinto syncretism), the shrine was called 'Kotoshima Shrine Benzaiten'. From the medieval period onward, it fell under the control of the Jiriku-ji temple. In the early modern period, the shrine buildings were constructed with the patronage of local lords such as Ishibashi Yoshikata and Ouchi Yoshitsuna.
