Muso Soseki established the Suigetsubo (Kannon Hall) in 1314 CE (Showa 3), enshrining a statue of the Bodhisattva Kannon as the main deity, and named it Kokkeizan. Later, Geno Hongen was designated as the founding monk, and in 1339 CE (Rikyo 2), it became a temple under the imperial patronage of Emperor Kogo of the Northern Court. The temple reached its current form following the Meiji 4 (1871) decree regarding the separation of shrines and temples.
