It is said to have been rebuilt in 806 CE (Daido 1) by receiving a transfer of the deity Kumano Gongen from Kii Province, by imperial decree of Emperor Heisei. There is also a theory that it was founded by Taira no Munechika in the late Heian period. Upon the accession of Emperor Go-Shirakawa, it was ordered to perform prayers for the peace of the realm and became a Chokuganjo (a shrine under imperial patronage). During the period of Shinto-Buddhist syncretism, it flourished as a major sacred site for Kumano Shugendo.
