It is said to have begun in 718 CE (Yōrō 2) when it was established by imperial decree from Emperor Genjō. In 812 CE (Kōnin 2), Kūkai carved a statue of Fudo Myōō identical to the main deity, and Chōrakuji was founded as a bettōzan (a temple managed by a head priest). It was later revived by Minamoto no Yoritomo. Although it was closed due to the separation of Shinto and Buddhism in the Meiji era, it was reconstructed in 1949 CE (Shōwa 24) as Kurikara Fudoji.
