The shrine was founded in 1805 CE (Bunka 2) when Sano Magemono enshrined a branch spirit from Itsukushima Shrine in Aki Province to pray for the safety of fishing. In 1891 CE (Meiji 24), a new main hall was built at the current site, and the deity was transferred there. In 1923 CE (Taisho 12), it was designated as a prefectural shrine. In 1965 CE (Sho 40), the Kushiro Gokoku Shrine was founded within the precincts.
