Legend holds that the shrine began when Toyotomi Hideyoshi prayed to the Great Inari Deity for victory in the Bunroku Campaign (the Japanese invasions of Korea). Due to the remarkable efficacy of these prayers, an Inari shrine was enshrined as the guardian deity of Fushimi Castle. In 1693 CE (Genroku 6), Tokugawa Tsunayoshi relocated the shrine to its current location, where it became the guardian shrine of Hōō-ji Temple. When Hōō-ji was absorbed by Nanzen-ji Temple during the Meiji era, this shrine was the only one to remain.
