In 1618 (Genroku 4), Kato Yoshiaki established a small shrine to enshrine Tokugawa Ieyasu. In 1771 (Meiwa 8), Matsudaira Sadanobu constructed the current shrine buildings at this site and named it 'Toshogu'. Additionally, a Tenmangu Shrine enshrining Sugawara no Michizane existed on this site. In 1910 (Meiji 43), the two shrines were merged and renamed 'Matsuyama Shrine'. In December 2025 (Reiwa 7), approval was obtained from the Association of Shinto Shrines to rename it 'Matsuyama Toshogu'.
