According to tradition, the shrine's origins date back to 728 CE (Shinmi 5), when the Bodhisattva Gyoji constructed a stone shrine by imperial decree from Emperor Shomu. As the Shinto-Buddhist syncretic "Shimen-gu (Four-Faced Shrine)," it served as the prayer site for successive feudal lords. Ryuzoji Kazuharu expanded the grounds and rebuilt the main hall. Following the Separation of Shinto and Buddhism decree in 1868 CE (Meiji 1), the shrine was renamed Izumogawa Shrine. It was elevated to the status of a Prefectural Shrine in 1945 CE (Shōwa 20).
