The shrine's origins date back to the reign of Emperor Nintoku, when Nara-wake, appointed as the governor (kokushi) of Mutsu Province, enshrined the remains of Udo no Wakiriko no Mikoto. During the Heian period, Sakanoue no Tamamaro built a shrine at the current location as a votive offering and transferred the enshrinement there. In the Kamakura period, five subsidiary deities were added to the enshrinement. During the Edo period, it served as the guardian shrine and place of prayer for the Koga Domain. In 1872 (Meiji 5), it was designated as a Koya (provincial shrine).
