It is said to have originated in 717 CE when the Eleven-Faced Kannon from Iga-ji was transferred to Mino Province by imperial decree from Emperor Genjo. It was subsequently relocated to protect residents from river flooding and moved to its current location around 1549. The temple thrived during the Edo period but lost its main buildings in the Gifu air raid of 1945 (Shōwa 20). It was rebuilt after the war.
