伝天平15年に聖武天皇の勅願により、行基が如意輪観音を本尊として創建したとされる。天平勝宝2年の大洪水で本尊が流出した際、三津五郎右衛門が海中で発見し、出家して継松法師と名乗って寺を再興した。近世に入り、松阪城の築城や松坂藩主の動向に合わせて現在地に移転した。
