It is said that the temple was founded by En no Gyokaku during the reign of Emperor Tenmu and revived by Kibi no Makibi during the reign of Emperor Shomu. During the Joroku era, it became an imperial temple by decree of Emperor Shirakawa and was named Omi-do-ji. Minamoto no Yoritomo renovated the temple complex to enshrine the grave of his father, Yoshitomo, and installed a statue of Jizo Bosatsu (the Bodhisattva of Compassion).
