It is said that the shrine originated when Sakamoto Tamuramaru, by imperial decree of Emperor Kanmu during the Enryaku era, enshrined branch spirits from both the inner and outer shrines of Ise Jingu to protect the land he had conquered. During the Heian period, it served as a shrine to guard the demon gate (kimon) of Shibajuku, the northernmost fortress of Mutsu Province. In the Meiji era, it was renamed to its current title and designated as a Kotaijinja (prefectural shrine).
