The shrine was founded during the reign of Emperor Suinin when Oomikami from Omiwa in Yamato Province was enshrined to pray for victory in battle and peace among the people during the pacification of the Eastern Provinces. During the Ritsuryo period, it became the head shrine of Shimotsuke Province and gave its name to the locality. Although it was destroyed by fire during the Sengoku period, it was restored to its current form in 1682 through donations from Tokugawa Iemitsu.
