The shrine's origins date back to 650 CE (Hakuhki 1), when the Dai-shogun Shrine was founded as the guardian deity of Naniwa Palace. After Sugawara no Michizane visited the site in 903 CE (Engi 3), the Tenmangu was established in 949 CE (Tenryaku 3) by imperial decree of Emperor Murakami. Although the shrine was completely destroyed by fires during the Kyoho Fire and the Oshio Heihachiro Rebellion, the current shrine buildings were reconstructed in 1843 CE (Tenpo 14).
