The shrine's origins date back to 1899 (Meiji 32), when a small shrine was established on Setana-yama near the Ishikari River. In 1902 (Meiji 35), another small shrine was built in the urban area, and the two were merged and named Hibu Shrine. The current main hall was constructed in 1926 (Taisho 15). In 1985 (Showa 60), the Oyuki Meoto Dōjōjin deities were enshrined on the Tsutsuji-ga-oka hill within the shrine grounds.
