Founded in 1296 CE as a thatched hut established by Jion Myoui on Mt. Futagamine, the temple was formally established as Matou-zan Higashimatsu-ji in 1304 CE. In 1328 CE, Emperor Go-Daigo bestowed the title Gokoku Matou Kyozan Kokutai Niou Manzen Zenji. Although it was destroyed by fire during the Sengoku period, it was restored with the support of the Jinnai clan. During the Edo period, it was designated as the head temple of the Hotou-ha branch by Tokugawa Tsunayoshi.
