The temple's origins date back to 1532 CE (Tenmon 1), when Hiroshin, a native of Hida Province, established a hall at the foot of Horikoshi Castle. In the early Edo period, when Tsugaru Shinhira, the second lord of Hirosaki Domain, built the castle, the temple was relocated to Tamachi, north of its current location. It served as the affiliated temple (bettō-ji) of Hirosaki Hachiman Shrine and as the domain's perpetual prayer site. During the Meiji era, when the separation of Shinto and Buddhism led to the closure of eleven temples other than Saijo-in, Saijo-in took over their parishioners and moved to its present site (the former location of Daigen-ji).
