Legend holds that it was founded in 1311 CE (Ocho 1) by the monk Gen'ou near the Momijiyama area of Edo Castle, though some theories date its founding to 1604 CE (Keicho 9). It was subsequently relocated several times due to the construction of Edo Castle and government edicts, moving from Komeji Kaituka to Akasaka, then to Aoyama Minami-machi, before settling at its current location. In 1882 CE (Meiji 15), the main statue of Fudo Myo-o (Meaifudo) from the now-abandoned Kanjoji temple was transferred to Saijoji.
