Legends state that the shrine was founded in 718 CE (Yōrō 2) when a practitioner named Kumasuke enshrined the deity from Shirayama Hime Shrine. Another legend attributes its origin to the reign of Emperor Suinin, when Himiko-no-mikoto dug a well and planted a cherry tree. During the Heian period, it was recorded as "Hiso Shrine, Awa District, Mikawa Province." In the late Muromachi period, the deity of Shirayama was transferred and enshrined together, and the shrine was renamed Shirayama Shrine. It received land donations from Tokugawa Ieyasu, and during the Edo period, it came to be called Sakurai Gongen by order of the Tokugawa Shogunate.
