During Minamoto no Yoriyoshi's expedition to the Oshu region, his retainer Sarufu Daito exhausted his strength in the inlet of this area. Local fishermen buried him and built a mound on the shrine grounds, which became the origin of the shrine's name. Around 1058 CE (Kōhei era), it was established as an Inari shrine with grounds covering over 300 tsubo.
