It is said that in 859 CE (Sai-kan 1), during the enshrinement of the deities of Usa Jingu at Ishizumi Hachiman-gu by the monk Gyo-kyo, the shrine was founded at the place where the portable shrine (mikoshi) stopped. It is also said that in 860 CE (Sai-kan 2), the provincial governor Fumiya no Makoto Masayoshi founded the shrine based on an oracle from Usa Hachiman-gu. Additionally, it is said that during the Kan-ei period, the shrine was established by inviting the deity from a shrine of the same name, Sei Hachiman-jinja, located in Yame City.
