According to tradition, in the 36th year of Emperor Suiko's reign during the Asuka period (624 CE), a temple was established by Toshi Nakatomi after a pair of fisherman brothers pulled a Buddha statue from their net. Later, Katsukai founded the temple, and Ennin served as the second founding abbot, overseeing its development. Tokugawa Ieyasu granted the temple land as a place of prayer. Between 1648 and 1649, the five-story pagoda and main hall were rebuilt with the support of Tokugawa Iemitsu.
