Originally, the shrine enshrined the celestial and terrestrial deities (Tenchi) who descended in Kinoshita Village, Katsura District, as the deity of Kitayama. In 831 CE (Tencho 8), the deity from Sugoi Ishibe Shrine was invited to serve as the husband of the Hiyoshi (ice chamber) rites, and the mother deity, Kimihime-no-Mikoto, was also enshrined. In 1397 CE (Oei 4), when Ashikaga Yoshimitsu constructed the Kitayama Palace, the two shrines were merged and relocated to the current site for the convenience of worship.
