The head shrine was originally enshrined in Nagabukuro, Fukuoka Village, where the Upper and Lower Shimei Shrines stood separately. The Upper Shimei Shrine was constructed and invited in 1701 CE (Genroku 14), while the Lower Shrine is said to have been founded in 809 CE (Daito 2) by Sakanoue no Tamamaro. When Katamura Kojuro was granted the castle grounds in recognition of his role in Date Masamune's conquest of Shiraishi Castle, the shrine was relocated to its current site and revered as the guardian of Shiraishi Castle. It was revived in 1877 CE (Meiji 10), and between 1909 CE (Meiji 42) and 1914 CE (Taisho 3), five other shrines were merged into it.
