It is said that the shrine was founded in 730 CE by Inazaki of Kyouda, or alternatively, that Gyoki invited the kami from Fushimi Inari Taisha. In 939 CE, Fujiwara no Hidesato rebuilt the shrine buildings. Later, in 1627 CE (Kan'ei 4), it was relocated to Shitaya Byobuzaka-shita. During the Meiji period, it was renamed Shitaya Shrine. After being destroyed by fire in the Great Kanto Earthquake, it moved to its current location in 1928.
