The shrine originated from the construction of the 'Ankoku-den' (Hall of National Peace) within Zojo-ji Temple in 1616 CE (Genna 2), following the last will of Tokugawa Ieyasu. Subsequently, new shrine buildings were constructed and the site was relocated and renovated during the Kan'ei era. In the early Meiji period, the shrine was separated from Zojo-ji Temple due to the Order for the Separation of Shinto and Buddhism, becoming Siba Tosho-gu. The shrine was destroyed by fire during the Tokyo Air Raids of 1945 CE (Shōwa 20), but the current shrine buildings were rebuilt in 1969 CE (Shōwa 44).
