According to shrine tradition, it was founded during the Jogan era (859–877 CE) to appease the spirit of Prince Hayara (Emperor Su-do), who was reportedly implicated in the assassination of Fujiwara no Tanehide, the construction supervisor of Nagao-kyo, in September 785 CE (Enryaku 4). In 1915 CE (Taisho 4), three nearby shrines—Izumo Takano Shrine, Itata Shrine, and Ono Shrine—were merged into this shrine.
