The shrine's origins trace back to 1444 CE (Kōsei 1) in the Muromachi period, when the first Koga Shogun, Ashikaga Naru, invited the main deity from Tsurugaoka Hachimangu (Tsurugaoka Hachiman Grand Shrine) to establish the shrine on the grounds of the Suwa Kuru (Suwa Bailey) of Koga Castle. In 1636 CE (Kan'ei 13) of the Edo period, Doi Toshi-katsu relocated the shrine to the current Koga Castle town area when he expanded the castle. It is also said that the shrine's name derives from Suwa Suruga-no-kami, a vassal of the fourth Koga Shogun, who moved to the area accompanied by the main deity from Suwa Taisha (Suwa Grand Shrine).
