In 793 CE (Enryaku 12), Fujiwara no Myozan established the temple complex by imperial decree from Emperor Kanmu. It is said that Kukai enshrined statues such as that of Kongo Yozoku Bosatsu (Vajrapani Bodhisattva). The temple was later revived by Choho of Toji-ji on the orders of Emperor Shirakawa. After being destroyed by fire during the wars of the Chosokabe clan, it was rebuilt under the protection of the Hachisuka clan. Although the temple faced hardship in the post-war period, it experienced a resurgence following the opening of a ropeway in 1992 and the popularity of the pilgrimage boom.
