Legend holds that in 815 CE (Kōnin 6), Kōbō Daishi (Kūkai) practiced a secret ritual to bless the soil and stabilize the earth in order to control the flooding of the Aoyashima River. Upon sensing the presence of Jizō Bosatsu (the Bodhisattva of Compassion), he enshrined a statue of the deity and established the temple. In 824 CE (Tenchō 1), it became a temple under imperial patronage by Emperor Junna and was equipped with a seven-hall complex. After declining due to warfare and fire, it was relocated to its current site.
