According to shrine tradition, when a luminous object appeared and the ground trembled, the Bodhisattva of Compassion (Kannon) manifested as the deity of Tenjin. The local lord, Momoi Harumamori Naitsune, constructed the shrine buildings and established it as the ancestral deity (ujigami) of the area. The current shrine buildings were constructed in the early Edo period by the Soga clan, a group of direct vassals (hatamoto) to the lord.
