Founded during the Nara period, the temple was established as Kikyo-ji (Temple of Auspiciousness) to enshrine a golden statue of Medicine Buddha (Yakushi Nyorai) that Enno (En no Gyoja) picked up in the Aoki River by order of Emperor Tenmu. In the 12th century, it was revived by the Tendaishu monk Bu-sen Jōkyū (Bu-sen Jōkyū). It subsequently developed under the patronage of the Fujiwara Minabe clan (who served as the Grand Priests of Atsuta Grand Shrine), the Kamakura Shogunate, the Ashikaga clan, and Tokugawa Ieyasu.
