According to shrine tradition, it was founded in 760 CE (Tenpyo Hōyu 4). The Edo Sandan (a historical record of Edo), published during the Kyōhō era, states that when the nobleman Nitta Yoshitsugu pursued the Kamakura shogun Minamoto no Sanetomo, he wore a statue of Inari, painted by the monk Kōbō Daishi, as a brooch. This statue was later enshrined in a lapis lazuli pagoda at this location.
