According to tradition, in 815 CE (Kōnin 6), Saichō, moved by compassion for those suffering from a plague, established a charity house and enshrined an image of Medicine Buddha (Yakushi Nyorai), marking the temple's origin. In 973 CE (Seiryaku 4), Gyōchi-ni, believed to be a princess of Emperor Ichijō, worshipped Medicine Buddha. Following auspicious signs, Emperor Ichijō issued an imperial edict to improve the temple complex. Although the temple was repeatedly destroyed by fires and warfare, it was revived through donations from local farmers, and the current main hall was constructed.
