It is said that the shrine was founded around 901 CE (Engi 1). There is a legend that Sugawara no Michizae gave a poem to a diver suffering from difficult childbirth, thereby ensuring a safe delivery. In 953 CE (Tenki 1), the shrine was renamed Tenman Tenjin and its main hall was constructed. It was renamed Tenmangu in 1791 CE (Kansei 3). Although it was completely destroyed by air raids in 1945 CE (Showa 20), a temporary main hall was built within the same year.
