Founded during the Enryaku era (782–806 CE) in Nakasō, Otsu City. In the first year of Kenkyū (1190 CE), the shrine buildings were constructed by Sasaki Sadatsuna. Thereafter, due to damage from floods and fires, the shrine underwent repeated relocations and reconstructions. During the Tenshō era (1573–1592 CE), it was repaired using surplus materials from Toyotomi Hideyoshi's construction of Otsu Castle and was revered as the guardian deity of the castle town.
