In the early Meiji period, samurai of the Mito Domain who admired the virtues of Tokugawa Mitsukuni and Tokugawa Nariaki built a memorial hall within Kairakuen Garden. In the 6th year of Meiji (1873), the shrine name 'Tokiwa Shrine' was established, and in October of that year, the divine titles of the respective enshrined deities were determined by imperial decree. In the 7th year of Meiji (1874), the shrine buildings were constructed at the current site.
