The shrine was originally enshrined in Nishiyama-dori, Toyohira-mura, Sapporo-gun in 1884 (Meiji 17). It received permission to be established as the Mushikaku-sha Nishiyama Shrine in 1900 (Meiji 33). In 1903 (Meiji 36), it was renamed Tsukigase Shrine. The shrine relocated to its current site in 1918 (Taisho 7). In 1971 (Showa 46), the main hall, assembly hall, and shrine office were reconstructed.
