Traditionally founded in 798 CE (Enryaku 17) by Kukai at the imperial command of Emperor Kanmu. It is said that while Kukai was in training, he observed a male and female white crane guarding a statue of Jizo Bodhisattva. Because the scene resembled Vulture Peak, the temple was given its mountain name. The temple flourished through the patronage of Emperor Heisei, Emperor Saga, Minamoto no Yoritomo, Minamoto no Yoshitsune, and Hachisuka Nagayasu, the founding lord of the Tokushima Domain.
