Legend states that during the reign of Emperor Ojin, Zenchitori Chunagon Yasukata had a spiritual dream of Takakura Myojin and built a small shrine in the tidal flats to enshrine the Munakata Three Deities, marking the origin of this site. The shrine buildings were constructed and revived during the era of Sakamoto Tamemaro, and it subsequently received protection from the Nanbu and Tsugaru clans. During the Meiji period, it was elevated to the status of a Koshya (village shrine) and then a Kensha (prefectural shrine). In 1907, Inari Jinja and Kaitsumi Jinja were merged into this shrine.
