Legend states that the shrine originated during the reign of Emperor Ojin when Zenchitori Chunagon Yasukata built a small shrine on a tidal flat after being inspired by a spiritual dream of Takakura Myojin. The shrine buildings were constructed and revived during the time of Sakamoto Tamemaro, and it was subsequently protected by the Nanbu and Tsugaru clans. During the Meiji period, it was elevated to the status of a Koshya (village shrine) and then a Kensha (prefectural shrine). In 1907, Inari Shrine and Kaitsumi Shrine were merged into it.
